Ukraine Republishes Official CLP and REACH Submission Forms: Key Deadlines Remain Unchanged

The Ministry of Economy and Environment of Ukraine (MEE), the current competent authority responsible for Ukraine’s chemicals regulatory framework, has republished the official submission forms for Ukraine CLP notifications and Ukraine REACH pre-registration on its website on 26 October 2026.

Previously, these forms were available on the website of the former Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR). Following the dissolution of MEPR and the transfer of its responsibilities, the forms remained accessible on the former Ministry’s website for some time. However, they were subsequently no longer officially available for download from the competent authority’s website, although previously downloaded versions continued to be used for submissions.

The forms are now available again on the official website of the Ministry of Economy and Environment of Ukraine:

What has changed?

The changes to the forms are mainly administrative, reflecting the current Ministry’s name and contact details, including its email address. The forms also reflect the updated compliance deadlines established by Cabinet of Ministers of Ukraine Resolution No. 1598 of 5 December 2025.

These updates do not introduce new substantive regulatory requirements. Nevertheless, companies preparing submissions should use the newly published versions to ensure that the correct administrative information is included.

Key compliance deadlines remain unchanged
  • Ukraine CLP notification deadline: 6 December 2026
  • Ukraine REACH pre-registration deadline: 26 January 2027

Companies should also remember that timely pre-registration is particularly important for those planning to benefit from the transitional registration periods under Ukraine REACH. To rely on these arrangements, companies should ensure that the relevant substances are pre-registered within the applicable deadline.

Preparing submissions

All information must be submitted in Ukrainian. The submission forms contain macros and may not function correctly on all computers, which should be taken into account when preparing the documents. Submissions are made separately for each substance, and documents must be signed using a Ukrainian qualified electronic signature. Companies should allow sufficient time for preparation, submission and processing by the Ministry of Economy and Environment of Ukraine, particularly where multiple substances or importers are involved.
