Regulatory signals do not stay small for long

In chemicals policy, the real risk often starts before the legal text is final. A new restriction dossier or grouped assessment under REACH, a CLP classification proposal or downstream legislative measure (e.g. occupational exposure limits) can quickly turn into a product, sourcing or market-access problem for companies that are not reading the signal early enough. What looks like a distant policy development today can become tomorrow’s reformulation project, supplier escalation, customer communication issue or portfolio decision.

That is why regulatory monitoring needs to do more than report headlines. Companies need a way to understand what a signal means for their own products, uses, articles, suppliers and strategic options before the obligation lands.

Bisphenols are exactly the kind of signal that matters!

Take Bisphenols. Germany has submitted a REACH restriction dossier to ECHA for bisphenol A and additional bisphenols with similar environmental effects, pointing toward a broader group-based regulatory approach rather than a narrow BPA-only discussion. At the same time, BPA and other hazardous bisphenols are already restricted in food contact materials under Commission Regulation (EU) 2024/3190, showing that the policy direction is already moving toward tighter control of the group.

For industry, that is not just a legal development. It can mean exposure hidden in polymers, resins, coatings, adhesives, composites, thermal applications, electronics-related uses or imported articles, with consequences for supply-chain visibility, substitution planning, customer commitments and future market access.

Who the Substance Risk Map is for

The Substance Risk Map is built for the people inside a company who need to make decisions before the formal obligation arrives. That includes regulatory leaders, product stewardship teams, R&D, procurement, business owners and senior management responsible for product continuity and market access.

It is not written as a memo for regulators. It is a decision tool for companies that need to know, quickly and clearly, whether a substance issue should be monitored, escalated, assessed in depth or turned into immediate action.

What We Deliver

The Substance Risk Map is more than monitoring. It is a management-ready report for one selected substance or substance group, translating regulatory intelligence into business impact and action priorities.

Defined deliverable

The Substance Risk Map Report is a concise 4–5 page report covering:

  • Current regulatory status and the next relevant milestones.
  • Scope of concern, including known in-scope substances and areas of uncertainty.
  • Screening of likely business exposure across products, uses, supply chain and markets.
  • Practical risk ranking by urgency, business relevance and confidence level.
  • Priority actions for procurement, regulatory, R&D and product teams.

What the Map Looks Like

The front page works as an executive dashboard. In one page, it shows where the substance sits on regulatory momentum, how exposed the business may be, where the main uncertainty lies and what should happen next.

Why REACHLaw is Different

  • REACHLaw goes beyond mere regulatory monitoring. We interpret where regulatory developments are likely to go next, what sits behind the wording, and how the policy and political landscape may shape the eventual outcome.
  • REACHLaw has been supporting companies on REACH, CLP and REACH-like legislation at global level since 2008 with nearly two decades of support to industry on market access and regulatory strategy with more than 50 impact assessments prepared, including socio-economic analyses supporting REACH authorisation and restriction processes.
  • Combining legal tracking with deep process knowledge, REACHLaw experts understand how a dossier is framed, where the pressure points are, what arguments matter, where derogations may emerge, which uses are most vulnerable and how political direction can change.

What REACHLaw Delivers

REACHLaw delivers a management tool that translates emerging chemical policy into business exposure. With our experience, we can support you to develop a concrete action plan.
