New Regulatory Requirement: BIS Certification Now Mandatory for Exporters of Key Non-Ferrous Metals to India

We would like to draw your attention to a significant regulatory development affecting both foreign and India-based manufacturers of certain non-ferrous metals.

On 17 April 2025, the Ministry of Mines, Government of India published a new set of Quality Control Orders (QCOs) 2025, mandating Bureau of Indian Standards (BIS) certification for four key non-ferrous metals:

  • Refined Nickel – IS 2782:2023
  • Tin Ingot – IS 26:2024
  • Primary Lead – IS 27:2023
  • Refined Zinc – IS 209:2024

These QCOs will come into effect on 17 October 2025. From that date, all products within scope must carry the ISI Mark in order to be imported into or sold in India. Non-compliant products will not be permitted entry into the Indian market.

In light of these changes, local manufacturers and foreign manufacturers exporting the mentioned products to India are advised to initiate the BIS certification process well in advance to avoid disruptions in market access.
