Post adoption, the Ministry will publish the above QCOs in the Gazette of India’s website making it mandatory to follow the QCOs for importing these chemicals into India.

Description of content: H Acid, also known as 1-amino-8-naphthol-3,6-disulfonic acid, is an intermediate chemical used in the production of various dyes. H Acid is primarily used in the manufacturing of azo dyes, which finds applications in textile, leather, paper, and other industries.

Once it is implemented, both local and foreign manufacturers must adhere to the Indian Standard (IS 8637:2020) and display the Standard Mark, obtained through a license from the Bureau of Indian Standards (BIS), following Scheme-I outlined in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. The utilization of the Standard Mark is governed by the provisions of the Bureau of Indian Standards Act, 2016, along with the corresponding Rules and Regulations. The Bureau of Indian Standards serves as the certifying and enforcing authority.

The objective of the QCO is to Protect the human health or safety; Protection of the environment.

Proposed date of adoption: Yet to be decided

Proposed date of entry into force: Six month from date of adoption

Final date for comments: 60 days from notification i.e., 26.07.2024

Description of content: K Acid, also known as 2-Naphthylamine-3 : 6 : 8-trisulfonic acid, is an ammonolysis product that is a water soluble, stable compound with a sulfonic acid functional group. K Acid has been shown to be effective in wastewater treatment and can be used as a catalyst for the removal of chlorides and sulfates from wastewater. K Acid is also an excellent diazonium salt precursor that can be used in the production of dyes.

Once it is implemented, both local and foreign manufacturers must adhere to the Indian Standard (IS 11557:1986) and display the Standard Mark, obtained through a license from the Bureau of Indian Standards (BIS), following Scheme-I outlined in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. The utilization of the Standard Mark is governed by the provisions of the Bureau of Indian Standards Act, 2016, along with the corresponding Rules and Regulations. The Bureau of Indian Standards serves as the certifying and enforcing authority.

Description of content: Vinyl Sulphone is an organic chemical used in the production of reactive dyes. These dyes are used in the textile industry to colour fabrics. Vinyl Sulphone based reactive dyes are also used in paints, plastics, rubber, and pigments. The product is highly reactive due to the presence of its electrophilic sulphonyl group. This reactivity is exploited in the dyeing process where it reacts with nucleophilic groups on the textile fibres to form covalent bonds, resulting in excellent colour fastness.
