Upcoming Changes to K-REACH: OR Change on the Horizon

Several amendments are underway for K-REACH compliance. A recent bill passed by the National Assembly of the Republic of Korea in October 2025 could soon give foreign manufacturers the option to change their Only Representative (OR) in South Korea. If officially approved and published, this amendment to the legislation will establish clear legal provisions to ensure a smooth transfer of K-REACH responsibilities to a new OR. While the exact date for these changes to take effect has yet to be announced, implementation is anticipated sometime in 2026.

Key features of the bill include:

  • Establishment of a legal basis for the OR change under K-REACH, ensuring continuity and avoiding administrative delays.
  • Fair Cost Sharing: The introduction of an arbitration process for cost-sharing disputes among joint registrants
  • Improved Substance Management: Enhanced guidance for handling substances with unconfirmed hazards until their safety can be determined.
