India BIS Update: Draft QCO for New Steel Products

The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Govt of India had notified draft Quality Control Order (QCO) vide dated 26.11.2024 for the Steel Products as listed below for consultation and offering comments on SPS & TBT Platform of World Trade Organization.

Post adoption, the Department will publish the above QCOs in the Gazette of India’s website making it mandatory to follow the QCO for importing these Steel Products into India. 

Description of Content:

Stainless Steel Seamless Pipes and Tubes:

Seamless pipes are produced by extruding metal to the required length, resulting in a pipe with no joints along its entire cross-section. These pipes are made from solid round billets and do not involve any welding or joints and mainly used in high-pressure applications.

Sectors  affected: Hydrocarbon Industries including Upstream & Downstream Oil & Gas industry, Automobiles, Hydraulic Cylinders, Bearings, Boilers etc.

Stainless Steel Welded Pipes and Tubes:

A welded stainless-steel tube is created by roll-forming strips or sheets of stainless steel into a tube shape and then welding the seam along its length. This process can be done using either hot-forming or cold-forming methods. Also, they are highly corrosion resistant.

Sectors affected: Industries like Petroleum and natural gas, chemical and petrochemical, shipbuilding, and the paper industry etc.
             

Once it is implemented, both local and foreign manufacturers must adhere to the relevant Indian Standards and display the Standard Mark, obtained through a license from the Bureau of Indian Standards (BIS), following Scheme-I outlined in Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. The utilization of the Standard Mark is governed by the provisions of the Bureau of Indian Standards Act, 2016, along with the corresponding Rules and Regulations. The Bureau of Indian Standards serves as the certifying and enforcing authority. 

The objective of the QCO is prevention of deceptive practices and  consumer  protection;  Protection  of human health or safety; Protection of the environment

Proposed date of adoption: Yet to be decided 
Proposed date of entry into force: Six months from date of notification on E-Gazette
