BIS Regulatory Update: Amendment to Quality Control Orders (QCOs) for Woven & Valve Sacks Sector – 2026
The Ministry of Chemicals & Fertilizers has issued a fresh notification S.O. 51(E) under Section 16 of the Bureau of Indian Standards (BIS) Act, 2016, introducing an amendment to the existing Quality Control Orders (QCOs) applicable to the woven and valve sacks sector.
Products Covered Under the Amended QCO
The Quality Control Orders apply to the following textile products used for industrial and logistical purposes:
- HDPE / Polypropylene (PP) Woven Sacks for packaging of 50 kg cement
- Polypropylene (PP) Woven, Laminated, Block Bottom Valve Sacks for packaging of 50 kg cement
- Polypropylene (PP) / High Density Polyethylene (HDPE) Laminated Woven Sacks for mail sorting, storage, transport, and distribution
This amendment extends the QCO implementation timeline:
- Earlier implementation date: 6 January 2026
- Revised implementation date: 6 October 2026
This extension offers manufacturers and importers additional time to complete BIS certification, testing, and factory readiness activities.
