Ukraine REACH and CLP Authority Update
On 21 July 2025, the Government of Ukraine adopted a decision to reorganize several ministries. As part of this reform:
- The current Ministry of Environmental Protection and Natural Resources (MEPR) will be dissolved
- Its functions, together with those of the Ministry of Agrarian Policy and Food, will be transferred to the newly expanded
Ministry of Economy, Environment and Agriculture of Ukraine (MEEA)
A liquidation commission is now active at MEPR, with a six-month handover period underway.
What Does This Mean for Your Compliance?
For now, all C&L Notifications and pre-registrations under UA-REACH and UA-CLP must still be submitted to MEPR.
This will change once MEEA formally takes over during the transition period. We will inform you when this happens.
This reorganization does not mean that pre-registration or C&L notification submissions are paused. UA-REACH and UA-CLP will continue under the new ministry. They are not being cancelled and remain a priority as part of Ukraine’s EU integration efforts.
We recommend continuing your preparations as usual and not waiting for the formal transition before acting.
