New BIS Guidelines Released – Scheme X for Safety of Machinery

The Bureau of Indian Standards (BIS) has published comprehensive guidelines for certification under Scheme X, applicable to machinery covered by India’s Omnibus Technical Regulation (OTR).

Two certification options under Scheme X:

✅ Licence to use Standard Mark (continuous validity)
✅ Certificate of Conformity (for specific lot/prototype)

Certification process includes:

  • Submission & review of the technical file
  • Product Compliance Report
  • Risk assessment based on IS 16819/ ISO 12100
  • Desk audit and site audit(s) by BIS

Foreign manufacturer requirements also revised, including:

  • Authorised Indian Representative ( AIR) nomination structure
  • Duration and scope of site visit

Key updates :

  • Inspection duration now for 4 man-days.
  • Team of two BIS auditors with different areas of expertise for the audits
  • Machine specific guideline will be available publicly on BIS website.

This is a key step toward aligning with India’s safety, quality, and regulatory standards for machinery.
