Insights from the 2025 KCMA Seminar and Latest Updates on K-REACH OR Change

1. Amendments to the Chemicals Control Act (CCA)
The government has revised the management of toxic chemicals under CCA
- Risk management based on facility type: Hazardous chemicals are now controlled depending on the facilities where they are handled.
- Substance-based management: Restricted, permitted, or banned chemicals are regulated according to their specific uses.
- Protection of trade secrets: Overseas manufacturers are appointing domestic representatives to ensure compliance while safeguarding proprietary information.
These amendments aim to strengthen chemical safety management while providing a practical framework for businesses operating in Korea.
2. Updates to K-REACH
A key focus of the seminar was the assessment and management of chemical hazards. According to the data on reported new chemicals, findings indicate that 96% of new chemicals currently lack sufficient safety information. The government emphasized the need to:
- Ensure that these chemicals are properly evaluated before use in factories
- Manage risks responsibly to prevent potential harm to workers and the environment
These measures reflect Korea’s commitment to maintaining high safety standards while facilitating responsible chemical use in industry.
K-REACH: Important announcement
The recent announcement of additional amendments to K-REACH (effective 12th May 2026) will benefit both new and existing global companies entering the market.
These amendments include:
- Greater transparency in Letter of Assurance (LoA) fees
- Updated procedures for OR (Only Representative) changes related to registered substances
Proper understanding and implementation will ensure regulatory compliance and reduce operational risks. The Korean government also stated that it will continue to pursue reasonable revisions to ensure efficient chemical substance management policies and reduce the burden on businesses.
3. Safety Management of Biocides under K-BPR
The seminar also addressed the approval and transitional measures for biocides, highlighting the importance of meeting the respective compliance deadlines applicable to companies’ products under the scope of KBPR. Authorities provided guidance to help businesses meet regulatory requirements and avoid penalties as the approval deadline approaches.
