Mandatory BIS Certification for Furniture – Effective from 14th February 2026

The Furniture (Quality Control) Order, 2025 has come into force with effect from 14 February 2026 for medium and large enterprises.

From now onwards, the following furniture products must mandatorily conform to the respective Indian Standards and bear the BIS Standard Mark under Scheme-I:

  • IS 17631:2022 – Work Chairs
  • IS 17632:2022 – General Purpose Chairs & Stools
  • IS 17633:2022 – Tables & Desks
  • IS 17634:2022 – Storage Units
  • IS 17635:2022 – Beds
  • IS 17636:2022 – Bunk Beds

Certification & Enforcement Authority: Bureau of Indian Standards
Deadline for Micro & Small Enterprises (MSEs): 13 August 2026

Key Exemptions under Furniture (Quality Control) Amendment Order, 2026

As notified under S.O. 777(E) and S.O. 774(E), the following exemptions apply:

MSME Exemption (Udyam Registered Enterprises)

The Order shall not apply to goods manufactured by enterprises registered on the Udyam Portal of the Ministry of MSME, where:

  • Investment in plant & machinery/equipment (original cost) ≤ ₹1 crore
  • Turnover ≤ ₹5 crore in the previous financial year
  • Should be Certified by a Chartered Accountant

R&D Imports (Up to 200 Units per FY)

Import of up to 200 units per financial year for research & development purposes is exempt, provided:

  • The manufacturer is BIS-certified or has applied for BIS certification.
  • Goods are not sold commercially.
  • Goods are disposed of as scrap.
  • Year-wise records are maintained and submitted to the Central Government.

Declared Pre-Implementation Stock (12-Month Window)

Goods manufactured or imported before 14 February 2026 by:

  • BIS-certified manufacturers.
  • Manufacturers who have applied for certification may be sold/displayed/offered for sale for up to 12 months from the date of implementation, subject to submission of a self-declaration to BIS.

Imports for Export Manufacturing

Non-BIS marked goods/components imported for export production are exempt, subject to:

  • Self-declaration on company letterhead to the Central Government (with invoice details)
  • Undertaking that goods will not be sold domestically
  • Maintenance of records for audit/verification

As per the Bureau of Indian Standards Act, 2016, manufacture, import, storage, sale, distribution, or exhibition of the above products without valid BIS certification may lead to:

  • Seizure of goods
  • Monetary penalties
  • Prosecution and imprisonment

All manufacturers, importers, brand owners, retailers and e-commerce sellers are advised to ensure immediate compliance to avoid regulatory action.
