On August 12th, the Turkish Ministry of Environment, Urbanization and Climate Change (MoEUCC) finally published the “Procedures and Principles regarding the Implementation of the Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals” (KKDIK) (hereinafter “Procedures and Principles”). These Procedures and Principles have been awaited by the industry and will re-boot the KKDIK registration process which has been effectively halted for more than a year.

Background information

In brief, the gist of these Procedures and Principles are as follows:

  • Pre-Registration deadline for substances already on the Turkish market: October 31, 2025. Pre-Registration deadline for substances placed on the Turkish market for the first time after October 31, 2025: Within 30 days.

  • Lead Registration selection for all substances already on the Turkish market: December 31, 2025. Lead Registration selection for substances placed on the Turkish market for the first time after October 31, 2025: Within 6 months.

  • Procedures for selecting the Lead Registrant that are more reasonable than previous draft versions of the Procedures and Principles, such as:

    • Becoming a Lead Registrant is voluntary. However, if no-one steps up to the position, the MoEUCC will assign the role to a company based on pre-registered t/a, company size, etc.

    • Simple majority vote will elect the lead registrant

    • Voting timeline is set at 30 days.

    • For substances that already have a Lead Registrant selected, but the Lead Dossier has not yet been submitted, the Lead Registration selection may have to be re-done, where “necessary”.

  • The Provisional Registration requirement remains for both Lead and Co-Registrants, in cases where the Lead Dossier is not submitted by March 31, 2026. This likely only applies for substances for the first registration deadline, December 31, 2026 (to be confirmed).

    • Lead Registrants need to submit the provisional registration by March 31, 2026, containing information as specified in Annex 1 of the Procedures and Principles, such as substance ID, composition, analytical, SEA classification, use and exposure, physico-chemical properties -information, and the SDS, where required.

    • Co-Registrants need to submit their provisional registration by September 30, 2026, also containing information as specified in Annex 1 of the Procedures and Principles, albeit at a slightly reduced scope.

  • Provisions for Registration updates have also been included to align with EU REACH, meaning, where an update is required, it needs to be completed within 3 months. These requirements have, as of the publication of the Procedures and Principles, entered into force, and therefore already apply to KKDIK registrants.

Next, we are also expecting that it will again be possible to submit KKDIK registration dossiers through the KKS system, albeit as of writing this webinar invite, the submission functionality in KKS is not yet activated.
