What is the OTR of 2024?
The Omnibus Technical Regulation (OTR), 2024, issued by the Ministry of Heavy Industries (India), mandates
Bureau of Indian Standards (BIS) certification for over 20 categories of machinery and electrical equipments.
This Order shall apply to machines and electrical equipment and their assemblies, sub-assemblies and
components listed in the first Schedule annexed to this Order.
Key Objective:
Enhance safety, ensure standardized quality, and prevent the entry of substandard or unsafe industrial equipment into the Indian market.

Consequences of Non-Compliance
❌ Port Rejection: Non-certified products will be denied entry into India
❌ Sales Ban: Non-compliant goods cannot be marketed from 28 August 2025
⚠️ Legal Penalty: Under BIS Act 2016, up to 2 years imprisonment or fines up to ₹500,000 / €6,000 for subsequent offenses, or a fine up to ten times the value of the goods involved.
