Navigating Ukraine REACH: From Legal Framework to Practical Compliance – Pre-registration Unfolded

On 26 January 2025, the “Technical Regulation for the Safety of Chemical Products” — commonly referred to as Ukraine REACH — entered into force, marking a significant step in Ukraine’s alignment with the EU chemicals regulatory framework.
Ukraine REACH requires legal entities manufacturing or importing substances into Ukraine at ≥1 tonne per year to pre-register these substances with the Ministry of Environmental Protection and Natural Resources of Ukraine, followed by registration according to applicable deadlines. The pre-registration phase is now open and will continue until 26 January 2026.
Pre-registration is required for maintaining market access beyond this date, and for submitting full registrations by the following deadlines, depending on tonnage band and hazard classification: 26 January 2026 / 1 October 2026 / 1 June 2028 / 1 March 2030.
With the official pre-registration template now available, companies must begin preparing the necessary data and identify their Only Representative (OR) or trusted service provider as early as possible. The time to act is now.
