A Closer Look at the Provisional KKDIK Lead Dossier – Meet the March 31st Submission Deadline! (Exclusive)

On August 12th, the Turkish Ministry of Environment, Urbanization and Climate Change (MoEUCC) published the “Procedures and Principles regarding the Implementation of the Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals” (KKDIK) (hereinafter “Procedures and Principles”).

The first key deadline for KKDIK Lead Registrants, 31 March 2026, is rapidly approaching. By this date, the full or provisional KKDIK Lead Dossier must be submitted to the MoEUCC, regardless of the annual tonnage band and classification of the substance intended to be Lead registered.

Timely submission of the Lead Dossier is essential for the success of the KKDIK registration process. If the Lead Dossier (full or provisional) is not submitted on time, co-registration cannot proceed, as co-registrants rely on the Lead Registrant’s dossier for joint submission.

• Please note that Lead Registrants who are unable to submit a full KKDIK Lead registration dossier by March 2026 deadline have the possibility to submit a Provisional Lead registration by that date. The data requirements for Provisional registration are less data-intensive and are specified under Annex 1.

The above specific requirements to meet the March deadline have, as of the publication of the Procedures and Principles, entered into force, and therefore already apply to all KKDIK Lead Registrants.
